NEOM HVAC Duct Supply: The Megaproject Playbook

A practical playbook for HVAC duct fabricators supplying NEOM and other Saudi giga-projects, updated for the 2026 reset: what changed at The Line and Trojena, where spending continues (Oxagon and the Port of NEOM, green hydrogen, AI data centres), the standards that get specified, how prequalification works through developers and main contractors, Tabuk Province logistics, when a secondary fab shop pays back, and the Taokron equipment list for a giga-project duct shop.

NEOM in late 2026: what changed for duct suppliers

NEOM was launched in 2017 with a headline budget of about USD 500 billion for a new region in Tabuk Province, north-west Saudi Arabia. In 2026 the plan was reset. In April the PIF governor said The Line is no longer a priority and that finishing it by 2030 is not necessary, and Semafor reported in May 2026 that further work on The Line was put off until after 2030. In February the Olympic Council of Asia moved the 2029 Asian Winter Games from Trojena to Almaty, Kazakhstan, after construction delays. No NEOM project has been formally cancelled, and NEOM now describes a phased, demand-led approach.

For duct fabricators this means a smaller, more selective market than the launch headlines suggested, not a closed one. Spending continues on Oxagon and the Port of NEOM, green hydrogen and AI data-centre infrastructure. There is no reliable public forecast of NEOM duct spend, so size your capacity off awarded packages and named main contractors, not headline budgets. The same playbook applies to other Saudi giga-projects: the standards, prequalification asks and logistics logic carry over.

Six NEOM components to track in late 2026

  • The Line: the linear city, originally announced at 170 km. In April 2026 the PIF governor said it is no longer a priority and that finishing it by 2030 is not necessary; Semafor reported in May 2026 that further work on The Line was put off until after 2030. Demand profile: uncertain. Treat it as pipeline only and price packages that are actually awarded.
  • Trojena: the mountain destination. The 2029 Asian Winter Games moved to Almaty, Kazakhstan (OCA decision, February 2026) after construction delays, and several Trojena contracts were reported cancelled. Demand profile: reduced and package by package; confirm a package is live before you price it.
  • Sindalah: the Red Sea island resort, opened in 2024. Red Sea Global is reported to be taking over its operation. Demand profile: small; fit-out changes, maintenance and replacement duct rather than new build.
  • Oxagon and the Port of NEOM: NEOM's port and industrial city, where spending continues. HVAC for port buildings, industrial facilities, offices and employee accommodation. Demand profile: industrial ventilation plus commercial duct.
  • Energy and digital infrastructure: green hydrogen production and AI data-centre infrastructure, where investment continues. HVAC for plant rooms, control buildings, offices and support spaces. Demand profile: technical packages with tight specifications and heavy documentation.
  • Supporting infrastructure: airport, utilities and workforce accommodation. Demand profile: many smaller contracts, often through local MEP contractors.

Standards on NEOM projects

  • SMACNA HVAC Duct Construction Standards: the most common duct specification, because the international consultants and project managers usually default to it.
  • ASHRAE 90.1 energy and ASHRAE 62.1 ventilation standards.
  • SBC 501 Saudi Building Code mechanical chapter.
  • Developer and consultant specifications: layered on top and often tighter than baseline SMACNA. Examples: a stricter seal class and leakage class for hospitality buildings, specific fire-rated construction for residential towers, acoustic acceptance criteria for entertainment venues.
  • NFPA 90A (air-conditioning and ventilating systems in commercial and larger buildings) may be referenced on some packages. NFPA 90B covers residential warm-air heating and air-conditioning, so it rarely applies to commercial work.
  • Aramco SAES standards may be referenced on some industrial or energy packages. Check the package specification.

Prequalification and vendor registration

There is no single public prequalification rulebook for NEOM work. Requirements are set per tender by the developer (NEOM, or the entity that runs the asset) and by the main contractors. Most duct fabricators enter as a supplier or subcontractor to an MEP contractor rather than registering directly with the developer.

Typical asks, to be confirmed against each tender:

  1. ISO 9001:2015 quality management system
  2. ISO 14001 environmental management system
  3. ISO 45001 occupational health and safety
  4. Demonstrated track record on Vision 2030 or equivalent megaprojects (for example Riyadh Metro, KSIA, Diriyah or Qiddiya)
  5. Financial capacity proof (audited financials, bank reference)
  6. HSE compliance documentation including LTI rates and incident history
  7. Labour compliance documentation (Saudization quota, foreign worker visa management)
  8. Insurance cover at the levels stated in the tender documents

Timelines vary by developer and contractor. Start the paperwork before a tender is issued, and read the specific tender documents for the exact list, forms and deadlines.

Logistics: the Tabuk Province problem

NEOM is in Tabuk Province, north-west Saudi Arabia. Sea import options:

  • Port of NEOM (Oxagon): NEOM's own port, on the Red Sea coast at Duba. The natural landing point for machinery and coil bound for NEOM sites.
  • Jeddah Islamic Port: the largest Red Sea port, with the widest choice of shipping lines, but well over 1,000 km by road from most NEOM sites.

From a Riyadh fab shop, inland trucking to NEOM is roughly 1,500 km or more, around three days in transit. All distances here are approximate and depend on the site. At a rough USD 0.50-0.80 per truck-km, a one-way trip of 1,100-1,500 km costs about USD 550-1,200 per truck before permits and waiting time. Fabricated duct is mostly air, so a truck fills up long before it reaches its weight limit. That makes trucking substantial relative to product value, and it is why fabricators on large packages look at a secondary shop in Tabuk Province.

Secondary fab shop economics

Use a three-tier rule of thumb on the value of duct you will supply: below USD 5M on a single package, supply from your existing shop by truck; USD 5M to USD 15M, run the numbers below before deciding; above USD 15M on a confirmed multi-year framework, a secondary shop in Tabuk Province (typical locations: Tabuk City, Duba, Al-Wajh) usually pays back. Approximate setup:

  • Equipment: SBAL-V plus ancillaries, quoted to specification (Taokron withholds published pricing; request an itemised ex-works and CIF Duba quotation)
  • Building lease: industrial shed in Tabuk industrial zone, approximately USD 30,000-50,000/year
  • Building fit-out and utility connection: USD 30,000-60,000
  • Total turnkey secondary shop capex: machinery (quoted to specification) plus the building lease and fit-out above; request an itemised landed-cost worksheet

How to run the numbers: an illustrative USD 15M+ package might need 600-1,200 truck trips of finished duct. At USD 550-1,200 per trip, that is roughly USD 0.33M-1.44M of trucking over the project life. That total is not a saving. A local shop still trucks in coil and sheet (far denser than finished duct, so far fewer trips) and adds its own lease, fit-out, staff, accommodation and management costs. Compare the trucking total with the full running cost of the local shop over the same period, then add the value of faster response to site changes.

NEOM-ready equipment configuration

  • SBAL-V auto duct production line configured for SMACNA (and EN 1505 where specified)
  • SBTF-1602 spiral tubeformer for round duct branches and economiser intakes
  • TDF flange forming machine
  • SBLC lockformer
  • CNC plasma cutter 1550 × 5000 bed
  • Hydraulic shear and folding
  • Welding station for any continuous-weld sections
  • Auxiliary: auto corner mounting, hoop machine, run-out tables

For Saudi shipments, ask for SASO/SABER documentation and a FAT in which sample duct from the line is checked against the project seal class and leakage class (SMACNA, or EN 1507 / EN 12237 where specified), and have both written into the quotation. See our Saudi setup playbook for the broader Saudi entry framework.

Labour planning: Tabuk specifics

Tabuk Province labour pool is smaller than Riyadh or Dammam. Most fab shops in Tabuk operate with TCN (Third-Country National) labour on Saudi work visas: Filipino, Indian, Pakistani, Bangladeshi. Wages are similar to Riyadh-based shops but accommodation cost is higher because Tabuk has less established expat housing infrastructure. Budget a higher accommodation line than for a Riyadh shop, and get local quotes before you fix your labour rate.

Saudization quota applies in Tabuk as elsewhere. Tabuk Province has a smaller pool of qualified Saudi nationals in the sheet metal sector; fabricators frequently meet the quota through office and admin roles rather than direct fab labour.

Typical quality and acceptance criteria

Giga-project packages audit duct quality against documented acceptance criteria. Typical items to expect (the package specification always governs):

  • Sealing to SMACNA Seal Class A (all transverse joints, longitudinal seams and duct wall penetrations sealed), plus a separate leakage class confirmed by test, for example SMACNA leakage class 3 or 6; on EN-based packages, an EN 1507 (rectangular) or EN 12237 (circular) air-tightness class such as B or C
  • Length tolerance ±2 mm to 2 m, ±5 mm above
  • Squareness corner-to-corner ±3 mm
  • Surface finish: no visible scratches or dents
  • Acoustic performance for hospitality buildings (specific to project)
  • Fire-rated construction documentation per project fire engineering report
  • Galvanising integrity under sand and coastal exposure: confirm the specified zinc coating and protect sheet and finished duct in storage and transport

Fabricators who can demonstrate compliance with these criteria at FAT, with documented test certificates, win prequalification and framework agreements faster.

FAQ

What HVAC duct standard applies on NEOM projects?

Most NEOM and other Saudi giga-project packages specify the SMACNA HVAC Duct Construction Standards, because the international design consultants and project managers on these programmes usually default to SMACNA. ASHRAE 90.1 and 62.1 and the Saudi Building Code mechanical chapter (SBC 501) apply to system design. Project specifications layered on top set the seal class and leakage class, fire-rated construction and acoustic criteria. Some packages may also reference NFPA 90A or Aramco SAES standards, so always check the package specification.

How does prequalification work for NEOM contractors?

There is no single published rulebook. Requirements are set per tender by the developer and the main contractors, and most duct fabricators enter as a supplier or subcontractor to an MEP contractor. Typical asks are ISO 9001, ISO 14001 and ISO 45001, a track record on comparable Saudi or GCC projects, audited financials, HSE records, Saudization compliance and insurance at the levels stated in the tender. Check the specific tender documents for the exact list and timeline.

What logistics constraints apply at NEOM?

NEOM is in Tabuk Province, north-west Saudi Arabia. Sea freight can land at the Port of NEOM at Oxagon, NEOM's own port on the Red Sea coast at Duba, or at Jeddah Islamic Port. By road, Jeddah is well over 1,000 km from most NEOM sites and Riyadh is roughly 1,500 km or more (all distances approximate), so inland trucking is a large share of landed cost for bulky fabricated duct. That is why fabricators on large multi-year packages look at a secondary shop in Tabuk Province.

Which NEOM components matter for duct suppliers in late 2026?

Six to track: (1) The Line, which the PIF governor said in April 2026 is no longer a priority and need not be finished by 2030; (2) Trojena, after the 2029 Asian Winter Games moved to Almaty following construction delays; (3) Sindalah, the island resort that opened in 2024 and is reported to be moving to Red Sea Global operation; (4) Oxagon and the Port of NEOM, where spending continues; (5) energy and digital infrastructure such as green hydrogen and AI data centres; and (6) supporting infrastructure such as the airport, utilities and workforce accommodation. No NEOM project has been formally cancelled and NEOM describes a phased, demand-led approach, so bid against awarded packages, not headline plans.

Should I set up a fab shop near NEOM or supply from Riyadh?

As a rule of thumb: below USD 5M of duct on a single package, supply from your existing shop by truck. Between USD 5M and USD 15M, compare a realistic trucking estimate with the full running cost of a local shop before deciding. Above USD 15M on a confirmed multi-year framework, a secondary shop in Tabuk Province (Tabuk City, Duba or Al-Wajh) usually pays back through lower trucking and faster site response.
